When a vehicle is running rich, the fuel-to-air ratio is off because the carburetor is delivering too much gasoline. Typical symptoms of a rich mixture are: Poor fuel economy. Sluggish acceleration. Choke not needed from cold starts. Sooty or black spark plugs. Sooty or black muffler end pipes. Strong smell of gasoline when the machine is at idle.

Here is a list of possible root causes - still not in any particulary order_. - Idle stop screw or eletronic idle level setting not adjusted correctly (probably not a big surprise.) - Throttle cable jammed so the throttle valves can not close. - Cable to cold start lever jammed so the throttle valves can not close.

On the Ninja 250, the overflow actually comes out of the top of the carbs, so I believe they have to be really freaking full for the overflow to spit gas out like it is. However, with my gas tank, I noticed that even in the ON position (rather than PRIME, as those are the only two options), my tank was leaking gas.
